Abstrak

Community participation is a fundamental principle of participatory development planning aimed at promoting democratic, transparent, and accountable governance. The Development Planning Deliberation Forum (Musyawarah Perencanaan Pembangunan or Musrenbang) serves as an important mechanism for accommodating community aspirations in the formulation of regional development priorities. However, the existence of participatory forums does not always guarantee that community involvement can influence final development decisions. This study aims to analyze the quality of community participation in Musrenbang in West Metro District, Metro City, particularly in relation to the process of formulating development priorities. This study employed a qualitative descriptive approach. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The analysis framework was based on Cohen and Uphoff’s theory of participation, which includes participation in decision-making, implementation, benefit sharing, and evaluation. The findings show that community participation has been implemented across the stages of Musrenbang. Community members are involved in proposing development needs, supporting implementation, utilizing development outcomes, and providing feedback during evaluation. However, the quality of participation remains uneven, particularly in terms of community influence on final decision-making, transparency regarding the follow-up of proposals, and evaluation mechanisms. The study concludes that strengthening participatory development requires improving community capacity, expanding access to development information, and enhancing collaboration between government and society to achieve more meaningful community participation.
