Analisis Kinerja Badan Usaha Milik Desa Bersama (BUMDesma) dalam Mendukung Pemberdayaan Masyarakat di Kecamatan Marga Tiga, Kabupaten Lampung Timur

Abstrak

Village-Owned Joint Enterprises (BUMDesma) are community-based rural economic institutions established to strengthen local economies through the collective management of village resources and to support community empowerment. Despite their strategic role, many BUMDesma continue to face institutional and managerial challenges that limit their organizational performance and effectiveness in achieving empowerment objectives. This study aims to analyze the organizational performance of BUMDesma Jaya Mandiri LKD in supporting community empowerment in Marga Tiga District, East Lampung Regency. A descriptive qualitative approach was employed. Data were collected through in-depth interviews, observation, and documentation involving BUMDesma managers, village officials, and community members. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña, while organizational performance was examined through five indicators: productivity, service quality, responsiveness, responsibility, and accountability. The findings reveal that the organizational performance of BUMDesma has not yet reached an optimal level across these five indicators. The main constraints include limited human resource capacity, inadequate business diversification, weak business innovation, and low community participation, all of which reduce the organization's effectiveness in supporting community empowerment. Strengthening managerial capacity, improving organizational governance, expanding local resource-based business development, and fostering collaboration among stakeholders are essential strategies for enhancing organizational performance and reinforcing the role of BUMDesma in promoting sustainable rural development.
