Implementasi Kebijakan Pelestarian Cagar Budaya pada Rumah Sejarah Dokterswoning Kota Metro

Abstrak

Cultural heritage preservation is an essential aspect of public policy aimed at protecting historical assets, strengthening cultural identity, and supporting sustainable development. The effectiveness of heritage preservation depends on several policy implementation factors, namely communication, resources, implementers' disposition, and bureaucratic structure, as proposed by Edward III (1980). This study aims to analyze the implementation of cultural heritage preservation policy by the Department of Education and Culture of Metro City through a case study of the Dokterswoning Historical House. A descriptive qualitative approach was employed. Data were collected through observation, in-depth interviews, and documentation involving purposively selected informants. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, which consists of data condensation, data display, and conclusion drawing/verification. The trustworthiness of the findings was established through source, technique, and time triangulation. The findings reveal that the implementation of the cultural heritage preservation policy has been relatively effective, particularly in terms of communication through public outreach, inter-agency coordination, and the utilization of the Dokterswoning Historical House as a medium for local history education. However, the implementation has yet to achieve optimal outcomes due to limitations in human resources, budget allocation, and supporting facilities. The implementers demonstrated a strong commitment to preserving cultural heritage, while the bureaucratic structure facilitated coordination despite several institutional constraints. The study concludes that strengthening institutional capacity, enhancing collaboration among government agencies, academics, historical communities, and the wider community, and ensuring sustainable financial support are essential strategies for improving the effectiveness of cultural heritage preservation policy implementation in Metro City.
