Abstrak

The quality of human resources (HR) is the key to successful regional development. However, the HDI level of Kab. Subang is still low, because the local government has limitations in developing human resources. Therefore, collaboration with universities is a solution to overcome this. So that local governments as policy makers have an important role in implementing collaboration with universities. The aim of this research is to explain the role of cooperation between the Regional Government and Universities in developing the quality of human resources in Subang Regency. The research method used is a qualitative descriptive research approach. This research focuses on the role of cooperation between the Regional Government and Universities in developing the quality of human resources in Subang Regency using the basic theory of the role of Government according to Siagian (2018). The data sources used are primary and secondary data. Data collection techniques through observation, interviews and documentation. Data analysis techniques include data collection, data reduction, data presentation, and drawing conclusions. The research results show that the Subang Regency Government and LLDIKTI Region IV have implemented it consistently. This is proven through several indicators of the role of cooperation as stabilizers, innovators, modernizers and pioneers through facilitating cooperation in the context of implementing the Tridharma of Higher Education including field work practices, research and service in order to create a society that is skilled, competitive and able to keep up with technological developments.
