EFFECTIVENESS OF SHOW CAUSE MEETING IMPLEMENTATION IN THE ROAD AND BRIDGE PROJECT WEST SUMATRA PROVINCE

Abstrak

In the implementation of construction project work, delays in construction activities are still occurring. When such delays reach a critical stage as defined in the contract, a Show Cause Meeting (SCM) must be conducted. This study evaluates the effectiveness of the SCM in road and bridge projects under the authority of the Dinas Bina Marga, Cipta Karya Dan Tata Ruang of West Sumatra Province. Based on the analysis of four construction projects, delays were identified as being caused by several factors. The implementation of the Show Cause Meeting follows the Standard Operating Procedures issued by the Ministry of Public Works and Housing (PUPR). However, the determination of timelines and target achievements during the Test Case period is based on mutual agreement during the SCM, taking into account the contractor’s commitment to completing the work and the actual conditions at the project site. The execution of the Show Cause Meeting has proven to have a positive impact in increasing the physical progress of the work, enabling projects to overcome critical contract phases and avoid contract termination.
