Abstrak
This study focuses on the study of the implementation of tetanus toxoid (TT) immunization as an administrative prerequisite for marriage at the KUA of Palengaan District, by reviewing the maslahah mursalah framework . In addition, this study also explores how the policy is interpreted and implemented by the local community. Initial findings show that TT immunization is often interpreted as an administrative obligation, while the underlying benefit (maslahah) aspects have not been comprehensively understood. This study uses a type of Descriptive-Qualitative Field research using a sociological and Normative approach, Primary Data was obtained by conducting direct interviews with the Head of the KUA Palengaan, KUA employees, medical personnel at the Palengaan Health Center, and prospective brides and grooms while Secondary data was obtained from official documents, laws and regulations (Minister of Health Regulations/Joint Regulations), fiqh books, journals, and relevant previous theses. Data analysis identified a number of key themes, including how the implementation of TT vaccine as a requirement for marriage administration at the KUA of Palengaan District, the interpretation of the TT immunization policy as merely an administrative formality, limited public health literacy, and how the implementation of TT Vaccine as a requirement for marriage administration from the perspective of the Mursalah Problem. implementation of TT Vaccine In the perspective of maslahah mursalah , the TT immunization policy contains significant benefits because it is oriented towards protecting lives ( hifz al-nafs ) and mitigating health risks for mothers and babies. However, there is a disparity between the normative objectives of the policy and empirical realization in the field. The results of this study contribute to expanding the discourse on integration between public health policies and Islamic legal principles in the local context. Overall, this study confirms that the implementation of TT immunization has a strong foundation for benefits, but still requires optimization through increased education, intensified socialization, and strengthened cross-sector coordination to achieve better effectiveness.
