FAKTOR PENDUKUNG DAN PENGHAMBAT DALAM PENGENDALIAN DAN PENGAWASAN MINUMAN BERALKOHOL DI KABUPATEN SLEMAN

Abstrak

The circulation of alcoholic beverages in Sleman Regency continues to expand alongside the growth of the trade and tourism sectors, giving rise to various social, health, and public order issues that necessitate effective oversight through local policy. This study aims to analyze the factors facilitating and hindering the implementation of Sleman Regency Regional Regulation Number 8 of 2019 concerning the Control and Supervision of Alcoholic Beverages, utilizing the six-dimensional policy implementation framework proposed by Van Meter and Van Horn (1975). A qualitative descriptive method with a case study approach was employed. Fourteen informants were selected purposively, representing the Public Order Agency (Satpol PP), the Industry and Trade Agency, the Regional House of Representatives (DPRD), the police, business operators, community leaders, and the general public in Sleman Regency. Data were collected through observation, in-depth interviews, and documentation, then analyzed using the interactive model developed by Miles, Huberman, and Saldaña (2014), comprising data reduction, data display, and conclusion drawing, and validated through source and technique triangulation. The results indicate that policy implementation has proceeded through periodic monitoring, raids, the imposition of administrative sanctions, and the closure of businesses violating licensing regulations; however, it still faces obstacles such as limited human resources, weak inter-agency coordination, a high number of sales points, and the circulation of illicitly mixed alcohol alongside illegal online sales. Facilitating factors include a clear legal basis, local government support, and the active involvement of local regulation enforcement officers. The study concludes that the implementation of Regional Regulation Number 8 of 2019 has not yet reached optimal levels and requires strengthened resource capacity, inter-agency coordination, the utilization of surveillance technology, and continuous public outreach.
